Why not build a Model 19? It is considered on of Altec's best. That's what I plan to do with my 8a's.

I have 4 Flamencos (or 846b) hooked up to 2 - 1570B amps+2-1650 equalizers and they sound GREAT.

846b are Iconic and are built w/416 woofers and 811 horns w/806A drivers, plans are easy to get on the website.

By the way it makes a tremendous cinema system in my living room!!!!!

There is no 'best' per se, only what's best for the app.. The 846B is a good compromise between size, BW, and efficiency, but not a good match to a SET amp. Indeed, using SET for the LF BW isn't a good plan unless horn loaded, so the 828 except built using no-void plywood such as 19mm 13 ply Baltic Birch is theoretically the best of the Altec designs.

FWIW, if they were mine though and I didn't want to bother with the fancy woodworking, I'd build a ~10.5 ft^3 MLTL version of the 846B if using one of Altec's CD horns.
